Systemic Barriers to Housing Justice for Migrants

Our research directors and co-founders, Dr. Boram Kimhur and Dr. Minjung Oh, have published a new preprint:

“Housing Justice beyond Affordability: Systemic Inequalities Faced by Migrants with Moderate Economic Resources.”


The study shows that even skilled migrants with moderate resources face systemic barriers to adequate housing. Through interviews with migrant tenants and housing practitioners, the research identifies informational asymmetry, systemic inequities, discriminatory rental practices, and employer-dominated housing arrangements as key mechanisms limiting real opportunities.


Using the capability approach, the paper highlights how policy must move beyond affordability and supply to address structural power inequalities and ensure meaningful housing opportunities.
